Shrinking Civic Space & Marginalised Communities in Eastern Europe and Central Asia 2025

The Eurasian Harm Reduction Association (EHRA) presented its new report, “Shrinking Civic Space & Marginalised Communities in Eastern Europe and Central Asia 2025.” The publication analyses developments affecting community-led HIV and TB responses across ten EECA countries in 2024–2025. Drawing on national expert inputs, documented case studies, and legal references, the report examines key challenges across four dimensions of civic space: freedom of association, peaceful assembly, freedom of expression and access to information, and the criminalisation of key populations. The findings highlight emerging risks, policy shifts, and their implications for health, rights, and community-led services.
