As part of the RADIAN 2.0 Programme, the Elton John AIDS Foundation is inviting grant proposals under the RADIAN Equity Challenge Fund. This initiative aims to improve HIV outcomes in the most affected locations in Eastern Europe and Central Asia by addressing structural drivers of the HIV epidemic.

What Should Projects Focus On?
The Foundation is seeking Concept Notes for ambitious, sustainable, and evidence-informed solutions that align with the overall goal of the Equity Challenge Fund and Strategic Objective 2, along with at least one additional Strategic Objective from the RADIAN 2.0 programme:
- Deliver high-quality community-based services to meet the unmet HIV-related needs of neglected Key Populations (KPs) and People Living with HIV (PLHIV).
- Address structural drivers of the HIV epidemic to enhance the quality of life for KPs and PLHIV, ultimately leading to improved HIV-related health outcomes.
- Strengthen health systems to ensure sustainable improvements in care for KPs and PLHIV.
- Strengthen community systems to enhance the effectiveness of community-led care and increase access to sustainable funding.
Who Should Projects Support?
Proposed projects must focus on PLHIV and/or at least one Key Population (KP), including:
- People who use drugs (PWUD)
- Sex workers (SW)
- Men who have sex with men (MSM)
- Transgender people (TG)
- Vulnerable subgroups, such as migrants, displaced individuals, and prisoners
- Sexual partners of individuals from these populations
Where Should Projects Be Implemented?
Projects can be implemented in any of the following eligible countries:
- Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Estonia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Moldova, Montenegro, North Macedonia, Romania, Russian Federation, Serbia, Slovenia, Tajikistan, Turkmenistan, Ukraine, or Uzbekistan.
