AFEW believes that part of its mission is to closely co-operate with national
partners in all countries in which it operates, in order to transfer knowledge
and skills to national governmental and non-governmental counterparts and to
advocate for the implementation of appropriate programmes on the policy making
level. Over the last few years, AFEW has been able to strengthen relationships
with national partners. AFEW was awarded an Honorary Citation in December 2002
from the Ministry of Justice, signed by Minister Yuri Chayka. The head of AFEW's
prison projects received a corresponding medal as well.

A new way of co-operating for AFEW is to participate in consortiums with international
and national partners in order to jointly apply for donor funds. The first success
in this area was achieved in 2002 through an OSI-led consortium for a five-year
US$16.5 million programme, 'Drug Demand Reduction in Uzbekistan and Tajikistan',
funded by USAID. A total of US$4.4 million will be allocated to AFEW programme
activities targeting sex workers and prisoners.
